Appointment of W.A. Frey as secretary of the Dominican Republic Settlement Association, American group sponsoring the settlement of refugees here, was announced today. Mr. Frey, a resident of this city, is the Jewish Telegraphic Agency correspondent in the Dominican Republic.

Actual settlement activities will get under way soon after ratification by the Dominican Congress of the contract with the association. Ratification is expected before the end of the month.

Meanwhile, the native Dominican population is looking forward eagerly to the beginning of the project, which is expected to spur trade. The natives welcome the prospect of white immigration and indicate their eagerness to learn modern farming and industrial methods from the new settlers. Newspapers gave over much space to publishing all cables from abroad congratulating General Rafael L. Trujillo, the Dominican Government and the Settlement Association on signing of the contract, and publish frequent editorials praising the project.
