Dr. Nahum Goldmann suggested on a network television interview yesterday that Israel should explore new political avenues to test the intentions of the Arab states and their Soviet mentor. Dr. Goldmann, president of the World Jewish Congress, appeared on the NBC program, “Meet The Press.” He indicated that he does not believe it has been proven beyond all reasonable doubt that Soviet Russia is determined at all costs to maintain perpetual turmoil in the Middle East. Dr. Goldmann suggested that Moscow, beset with problems in the Western Communist camp and bitter relations with Red China, may be prepared privately to reach an accommodation in the Mideast. Dr. Goldmann’s remarks reiterated viewpoints that he expressed in an article in the April issue of Foreign Affairs Quarterly and in a series published last month in the Israeli daily, Haaretz. Some of his views brought him into serious conflict with leaders of the Israel government and the Zionist movement. One of the most controversial, which he repeated yesterday, was the concept of Israel as a neutralized state, guaranteed by the world powers and uninvolved in world political struggles. Such a state, freed from the burden of fighting for its survival, would be able to bring to fruition the social, economic and cultural ideals dreamed of by the Zionist founding fathers. Dr. Goldmann argued.
