The United Nations Palestine Conciliation Commission will meet here tomorrow morning to review the Arab refugee problem and, to accept “with reluctance” the resignation of Dr. Joseph E.Johnson, the PCC’s special emissary to the Middle East whose special task has been to try and find a solution or easement of the Arab refugee problem.
Dr. Johnson’s official reason for resigning, it was understood, was because he had set a February 1963 deadline for quitting when he assumed the PCC task in August 1961. Dr. Johnson is understood to have scheduled a world tour for his family beginning next month.
Dr. Johnson, who is president of the Carnegie Endowment for International Peace, has made two trips to the Middle East where he visited the capitals of Egypt, Syria, Lebanon and Jordan as well as Israel. Last fall, he proposed a plan for an informal plebiscite among the refugees to determine how many might wish to return to Israel and be accepted by Israel. Neither the Arab states concerned nor Israel considered the plan feasible.
