Dr. Nahum Goldmann asserted Friday that he had been misquoted on his statement last month proposing that arrangements be made to ransom university-educated Soviet Jews unable to pay the high exit fees. The World Jewish Congress leader said he agreed with Jewish and Israeli leaders generally that a worldwide struggle should be conducted against such “ransom” charges. But, he said, if after another six months the USSR remained adamant, “there will be no other way but to recruit the money and save as many intellectuals as possible from Russia.” He added, “we need them, in addition to clerks and tailors.” Dr. Goldmann made his comment on his return from Rumania where, he said, he met with President Nicolae Ceausescu and Dr. Moses Rosen, President of the Rumanian Federation of Jewish Communities.
