Dr. Neumann Elected Chairman of Jewish Agency’s American Section; Absorption Unit Named

Dr. Emanuel Neumann of New York, was unanimously elected chairman of the American Section of the Jewish Agency Executive at a plenary meeting of the Executive here last night. Dr. Neumann, who heads the World Union of General Zionists, will succeed Mrs. Rose L. Halprin, of the World Confederation of General Zionists, who did not join the new Executive, Mrs. Halprin’s seat has been given to Mrs. Mortimer Jacobson, national president of Hadassah, the Women’s Zionist Organization of America.

The Jewish Agency also named its representatives to the joint Government-Agency committee that will work out a division of responsibilities between the Government and the Jewish Agency in the field of immigrant absorption. They are Aryeh L. Pincus, chairman of the Jewish Agency and head of its immigration department; A.L. Dultzin, the new treasurer; and Avraham Cygiel who was deputized by Mr. Pincus to run the unified immigration and absorption department of the Jewish Agency until a division of its functions with the Government is worked out.

The Government will establish a new Cabinet ministry for absorption. It is understood, however, that the Jewish Agency will retain responsibility for the initial stages of absorption. The task of the joint Government-Agency committee will be to decide where the initial stage ends and the permanent stage begins.

Earlier, the new Jewish Agency Executive met with outgoing members here to arrange handing over of responsibilities and departmental reorganization. Dr. Nahum Goldmann, former president of the World Zionist Organization, attended the meeting.
