Dr. Noah Barou chairman of the European executive of the World Jewish Congress and a noted financial and economic consultant, died here today He was one of the founders of the World Jewish Congress.
Born in Poltava, Russia, Dr. Barou was educated at the Universities of Kiev, Heidelberg Leipzig and London. He lived in Britain since 1923 and was active in the Board of Deputies of British Jews, the Trades Advisory Council–which fights anti-Semitism in England–and other aspects of Jewish defense work. He was one of the prime negotiators in the Israel and world Jewish reparations negotiations with West Germany which culminated in the Luxemburg Agreement.
A member of the International Institute for Cooperative Studies, Royal Economic and Statistical Societies, Royal Institute for International Affairs and the Institute for Bankers, Dr. Barou was an author of a number of economic and financial works including several on Soviet banking and economic, on the Soviet Union in general and on the cooperative movement and the trade union movement. He was a leading member of the Fabian Society and a leader of the left Poale Zion before its merger with the Poale Zion.
