They payment of the soldier bonus with funds raised by imposing a poll tax of $250, on each immigrant and $50. on every alien resident in the United States is proposed in a bill drafted by Representative Watkins, Democorat, of Oregon, who will introduce the bill upon the convening of Congress.
Chairman Johnson of the House Immigration Committee is prepared to submit his bill reducing the immigration quota from 3% to 2% of the various nationals in the United States, based on the census of 1890. Under Mr/ Johnson’s bill only parents and children of American citizens will be excempt from the quota as well as certain professional classes. Declarants, however, desiring to bring their husbands, wives or children will be able to do so only under the quota limitations.
Although the proposed quota will react to the practical exclusion of immigrants from Central and Eastern Europe whence there has been a large Jewish immigration the last 30 some years, Mr. Johnson said his bill was fair to all nations as most of the relatives will come from the countries which have the smaller quotas.
