A belief that in 1970 the Jewish communities of Latin America will double the amount of funds for Israel over that raised last year was expressed by Leon Dulczin, Israel Minister Without Portfolio and Treasurer of the Jewish Agency, in an interview here today. He was in New York on his way to Montevideo where he will be a principal guest speaker at the Latin American Conference of Keren Hayesod. The conference, opening tomorrow will be attended by several hundred representatives of 14 Latin American countries.
