Chairman Robert Chiperfield of the House Foreign Affairs Committee disclosed today, after Secretary of State Dulles met in secret session with the committee, that Sec. Dulles discussed the Arab refugee problem and said that “in addition to the possibility of some repatriation to Israel, the basic problem is to find land that can be brought under cultivation.”
Secretary Dulles gave the committee a strong indication that future United States economic aid to the Middle East states will be conditioned on the amount of cooperation among the states of the area. Rep. Chiperfield reported that Mr. Dallas informed the committee that if American assistance is to prove effective in the Middle East, the United States must first win the confidence of the area with an “impartial” new policy with regard to Israel and the Arab states and with respect for sovereignty and sympathy for the legitimate national aspirations of all countries.
Harold Stassen, Mutual Security Aid Director, who also appeared during the three-hour session devoted to Arab-Israel affairs, agreed with Sec. Dallas on the need for an “impartial” policy to win the confidence of the people of the Middle East.
