Secretary of State John Foster Dulles told a press conference today that there has been and still exists a danger of aggression in the Middle East just as in other spots in the world. He said the Soviet Union built up false charges a plot against Syria as a smokescreen.” These charges, he noted, subsequently collapsed. But, said Mr. Dulles, that did not mean that the independence of the Arab States was now secure. Arab independence remained in danger, he said.
Mr Dulles declared that a good deal of thought had been given to the possibility of unifying various collective security arrangements in the world such as NATO, SEATO, Baghdad Pact and similar agreements. But he thought that although each world region was concerned with others, it was ambitious at present to combine organizations into a worldwide structure. He said the present regional approach seemed better. However, more might be done to keep nations with United States defensive agreements informed of developments in other areas, he said. Mr. Dulles said he saw free world collective security as a substitute for police action under the United Nations Charter.
