Dutch Delegation at U.N. Drafts Plan on Jerusalem and Protection of Holy-places

The Netherlands delegation to the U.N. has drafted a secret proposal, subject to approval by the Hague Government, setting up protection for the Holy Places in Palestine short of taking away Jerusalem form Israel, it was learned here today. The Dutch plan was developed in consultation with other nations.

The U.N. Palestine Conciliation Commission today invited Israel and the four Arab states on its borders for consultations tomorrow. The Commission took this decision at a meeting at which was discussed the possibility of a new “approach” following receipt of Israel’s demands for direct negotiation.

When he appears before the Conciliation Commission tomorrow, Consul General Lourie will present an Israel plan for future Commission negotiations. Under the new scheme Israel will negotiate through the Commission with the Arab states individually. This is seen as a compromise between Israel’s often-expressed desire to treat with each Arab state individually and its desire not to appear to be boycotting the Commission.

In Israel circles it was learned that Israel Foreign Minister Moshe Sharett is expected to arrive at Lake Success about the middle of November when the Jerusalem issues comes under discussion.

It was learned here today that the report of the Economic Survey Mission to the Middle East would not be completed and transmitted to the United Nations Secretariat before next week. The report of the mission, headed by Gordon R. Clapp, had been expected tomorrow. It was learned that the results of the group’s survey had been prepared in stages during the mission’s investigation in Middle Eastern countries, but it is not known how near to completion it is at this point.

Other qualified sources declared that the report would come in on or about Nov. 10 and that it would be termed a first or interim report with a more detailed report on development schemes in the Middle East to come later from the mission.
