Georg Handke, Undersecretary in the East German Foreign Office, ducked questions today about why East Germany refused to pay reparations to Israel as the Bonn Government had agreed to do and was doing.
Herr Handke, who is here as an observer of the Big Four foreign ministers parley, told newsmen that East Germany had paid no reparations because Israel did not recognize his country and there were no diplomatic relations between them. He completely sidestepped the issue when newsmen retorted that West Germany paid reparations despite the fact that Israel had not recognized the Bonn regime.
