Foreign Minister Abba Eban briefed the Cabinet today on the latest foreign policy developments including the resumption of Two Power–U.S. and Soviet Russia–Mideast talks in Washington. The Israel Government reportedly believes that Moscow’s attitude has hardened and nothing constructive will emerge from either the bi-lateral talks or the Four Power deliberations. Gideon Rafael, Director General of Israel’s Foreign Ministry, has left for Washington to confer with State Department officials on the impact of the renewed Soviet-American negotiations on Israeli-United States relations. Mr. Rafael has been overseeing such relations since the resignation last month of Moshe Bitan, Assistant Director General in Charge of North American Affairs.
