Eban Deplores U.N. Council’s ‘weakness’ on Anglo-american Draft

Foreign Minister Abba Eban reported to the Cabinet here today on what he described as the “weakness” of the United Nations Security Council in being unable to pass even a moderate Anglo-American resolution, calling on Syria to respect her commitments under the United Nations Charter and the Armistice Agreements. He noted in his assessment of the situation that the terrorist groups continued to carry on acts of sabotage even while the Security Council was debating the issue.

The Foreign Minister stressed that Israel was continuing to strive toward a strongly worded resolution even it were to be vetoed by the Soviet Union. This, he said, would give Israel a stronger political and moral position than a watered-down resolution that had unanimous backing.

Prime Minister Levi Eshkol reported to the Cabinet on the latest terrorist sabotage incidents, including the blowing up of an Israeli rail line between Jerusalem and Tel Aviv, last Thursday night. He noted that, while Arab radio reports attributed the incidents to various anti-Israel groups, they were all guided by the Syrian Government.

The Israel-Syrian border situation was also the subject of a number of speeches by various Cabinet members this weekend, marking the 10th anniversary of the Sinai Campaign. Addressing a meeting of the Tel Aviv Press Club, Mr. Eban said that, in taking the current case to the United Nations, Israel brought to the attention of world opinion the basic fact that the guerrilla warfare originated in Syria and was waged in Israel. Israel, he said, does not intend to, and indeed cannot, resign itself to this situation. He also criticized the moral weakness of some United Nations members who endeavor to prevent the Council from asking Syria to honor its international obligations.

Transport Minister Moshe Carmel, speaking in Eilat, said that the dynamiting of an Israeli train while the Security Council was in session destroyed the last illusions about Syria, and showed that Israel will be forced to guarantee its security and the peace of its citizens by its own strength.
