Foreign Minister Abba Eban today told the Knesset that between May 1968 and July 1970 Israel had on eight occasions placed on record here its acceptance of the United Nations Security Council resolution of November 22, 1967 and listed the occasions on which Israeli ministers or other official representatives had reiterated acceptance of the resolution. Mr. Eban, quoting Gahal Knesset member Zvi Zimmerman, said “We offer real concessions for a real deal.” The Foreign Minister added that Israel is ready to make “territorial concessions” as part of a peace settlement with the Arabs but that Israel would not surrender all of the territories it won during the Six-Day War. He was summing up the political debate in the Knesset which followed his policy statement on Monday. Mr. Eban said that his suggestion that Egypt and Israel should send authorized representatives to an agreed place for informal talks had met with a very favorable reception in many capitals, including those of Western Europe with the exception of Paris. “Our proposals,” he said, “are not a tactical trick. They are not a bait for public opinion. We make our proposals in the sincere expectation that they will be accepted.”
