Eban Presents Israel’s Views on Arab Mergers to Secretary Dulles

A full picture of implications of the new Arab federations directly affecting Israel was provided to Secretary of State John Foster Dulles today by Israel Ambassador Abba Eban.

Mr. Eban said this was the “major theme” of his talk with Mr. Dulles which lasted approximately 45 minutes. The discussion covered both Arab unions–Egypt-Syria and Iraq-Jordan.

Mr. Eban said there were no new developments on the old question of the 1947 boundaries and that, therefore, this matter was not discussed. The policy of the two governments on this issue is known and established, the Ambassador said.

It is believed that pending U.S. mutual security aid for Israel and a pending application for a $75,000,000 Export-Import Bank were also taken up in today’s meeting.

Director James H. Smith, Jr., of the U.S. International Cooperation Administration reported today that Soviet exploitation of the Arab-Israel Issue has “paved the way for Soviet involvement” in the area.

He said exploitation of the Arab-Israel tensions “not only increased Soviet influence and prestige, especially in Egypt and Syria, but has paved the way for Soviet involvement in the entire Middle East area. “His remarks were contained in the 10th semiannual report to Congress on the Battle Act.
