Israel Ambassador Abba Eban expressed the concern of his government this week-end over the failure of the United Nations Security Council even to begin discussion of the Israel-Jordan issue. The Ambassador made Israel’s views known at a meeting in the State Department office of David W. Wainhouse, Acting Assistant Secretary of State for United Nations Affairs.
Mr. Eban stressed Israel’s hope that when discussion does begin at the United Nations it will culminate in constructive developments. "In our view, " he said, "the most constructive would be the implementation of Article XII of the Israel-Jordan armistice."
It was learned, meanwhile, from Israel sources that Israel diplomats are continuing to make known their position against early activation of the newly-announced American-Iraqi munitions agreement.
