At two coordinated conferences which opened here today the Federal Government moved forward with its plans for regulation of its alien population and for the reduction of the number of non-citizens through a program of education in democracy.
Meeting behind closed doors at the Department of Justice this morning, Immigration and Naturalization officials went into the first of five days discussion of administrative policies recently developed to meet war-born problems of alien regulation and the administration of the new nationality code and other laws passed by Congress during its current session.
After a greeting by Acting Attorney General Francis Biddle, and a warning by Marshall E. Dimock, Asst. Commissioner of Immigration and Naturalization, that the national emergency had placed responsibility for the protection as well as the policing of the foreign born on the Department the Justice officials joined forces at a White House conference with delegates to the National Citizenship Education Committee meeting. The latter conference was called to draft plans for state and local cooperation in a nationwide program for the education of aliens for citizenship, which was drawn up by leading educators and is to be carried out with the aid of W.P.A. funds. Mrs. Eleanor Roosevelt was the principal speaker at the White House conference.
