Edward A. Norman, president of the American Fund for Israel Institutions, who returned here yesterday from a survey of Israel institutions supported by the Fund, said that the cultural, educational and social welfare organizations aided by the Fund are making “exceptional progress” despite present financial difficulties. Mr. Norman added that “Israel is forging ahead visibly, notwithstanding the immense financial burdens placed upon it by the influx of immigrants.”
