With the signing of the International Refugee Organization’s constitution yesterday by Liberia, United Nations Secretary General Trygve Lie is now authorized to summon a meeting of the IRO Preparatory Commission which will draft plans to set the organization functioning.
Liberia was the eighth nation to sign, the number required under the IRO charter to make possible establishment of the Preparatory Commission. IRO operations will not get under way, however, until 15 nations including those who are scheduled to contribute 75 percent of its budget sign.
