An appeal to President Eisenhower. Congress and the American people to re-examine the procedures used in loyalty investigations to insure that basic American rights are protected in the campaign against subversion, was addressed here last night at the opening session of the four day 101st annual convention of District No. 1 of British. Some 1,200 delegates from British units in New York State, the New England States and Eastern Canada are attending.
The delegates also called for passage of a cloture rule in the Senate, revision of the McCarran-Walter immigration act, and adoption of fair employment practices legislation. The delegates approved of "increased vigilance" in the U.S. against Communism, but warned that such a program can and must be accomplished without violating basic civil rights.
At a luncheon today Sen. Leverett Saltonstall received a citation for "distinguished public service," and Gen. Julius Ochs Adler, general manager of the New York Time a received a citation in recognition of the Times’ 100th anniversary.
