The emancipation of Hungarian Jews under which in pre-war days they enjoyed the benefits of citizenship and equality before the law, is no longer in existence in the country today, Deputy Paul Sandor, staunch Hungarian patriot and leader of the conservative Jewish group in Budapest, charged the in an address he delivered in parliament as the discussion on the numerus clausus was continued yesterday.
Although no official decree was issued abolishing the emancipation of Jews, the official anti-Semitism of the Government authorities has nullified this. Deputy Sandor’s charge made a tremendous impression in the House, particularly in view of the fact that it came from the leader of the assimilationist group.
State offices, both in the cities and the villages, are closed to Jews, he said. Jews cannot receive licenses for the sale of tobacco and spirits or even to engage in the crafts. Now Hungarian Jews, through the numerus clausus measure, are being barred from the professions. All this is done in disregard of the fact that under the constitution of Hungary, Jews are equal to non-Jews before the law and Jews have been natives of Hungary since time immemorial.
The statements of Deputy Sandor that the wife of King Arpad was a princess of the Khazarian court, Jewish rulers, and that King Arpad’s mother was of Jewish persuasion caused excitement in the Right wing of the House. “Emperor Franz Josef or Karl would never have permitted the exclusion of Jewish war heroes from the Hungarian War Heroes order,” Deputy Sandor exclaimed.
George Lukacs, former member of the Government, in declaring his opposition to the principle of the numerus clausus, stated that he will vote for the government bill because it marks a departure from that principle, although it does not go as far as it should. The Humerus clausus measure is unconstitutional since the Jews are merely a religious group and not a national minority, he said. The numerus clausus practiced in Hungarun is being used by the states which have gained control of Hungarian territories by virtue of the peace treaty as a weapon against Hungary. The speaker demanded that the Government recognize unconditionally the diplomas of those students who studied abroad, because of the bar set up against them by the numerus clausus.
Deputy Esztergalyos, Socialist, in declaring himself against the numerus clausus stated that the consideration of Jews as a nationality is “the Socialism of the fools”.
Deputy Ludwig Szilagyi declared he will vote against the government bill since he considers both the old and the proposed numerus clausus laws equally bad. The contention that the numerus clausus is not directed against Jews Is a farce. This discriminatory piece of legislation is damaging the movement to obtain a revision of the Treaty of Trianon, he stated.
The legalization of the Zionist movement by the Hungarian government came up in the discussion of the numerus clauses when Deputy Sandor introduced an interpellation to the government as to why it has approved the statutes of the Zionist Organization. He contended that the motive of the government was to provide a weapon for those who question the patriotism of Hungarian Jews. Deputy Sandor stated that he had intervened everywhere against granting such recognition, but he was unsuccessful.
