Emil Ludwig, the author and biographer, today was made a member of the French Legion of Honor. The author, who was born Emil Ludwig Cohn, gave up his German citizenship in 1932 and became a naturalized Swiss. Mr. Ludwig is 50 years old and is the author of biographies of Bismarck, Goethe, Napoleon and President Roosevelt as well as of historical works and essays.
