A human rights convention was this weekend presented to the European Consultative Assembly meeting here. If approved, the convention, which was submitted by Winston Churchill and other European leaders, would have to be ratified by each member government before becoming effective.
The convention would establish a commission to investigate alleged violations of human rights and a nine-man court to hear complaints and award reparations, including even the repeal or amendment of a national law, from offending states. The Assembly itself, under the proposed convention would act as a court of appeals from decisions of the international courts.
