A survey of the condition of Europe’s 1,400,000 Jews since the liquidation of UNRRA, June 30, reveals that there has been a “dangerous lowering” of living standards, Henry Morgenthau, Jr., chairman of the United Jewish Appeal national drive, announced here during the week-end. The survey was conducted by Dr. Joseph J. Schwartz, European director of the Joint Distribution Committee.
Stressing that the reduction of intergovernmental aid places a greater burden on the J.D.C., Mr. Morgenthau pointed out that the relief agency has been forced to assume greater responsibility for the administration of the child welfare program in the DP camps of Germany as the International Refugee Organization continues to reduce its staff. In addition, he said, the J.D.C. will have to make up for anticipated reduction of clothing allowance to DP’s this winter. Food and medical supplies have been increased in recent weeks, he said, to offset other I.R.O. cuts.
