Twenty-one German and Austrian Jewish refugees aboard the Orinoco were refused permission to land at Veracruz, Mexico, and the ship was to proceed today to Havana, according to information cabled to HIAS here by the Hias office in Mexico City, which said efforts to obtain permission for the refugees to leave the ship had been unavailing. (the hamburg-american line in Mexico city yesterday had announced that the refugees would be permitted to land when the ship arrived at Veracruz from Tampico.)
