Maksimovitch, head of the Ukrainian Communist Party, was today expelled from the Komintern, Communist International, and Shumsky, ex-Commissar of Education of the Ukraine, and member of the Cheka of the Communist Party, was given warning, because both ventured to differ on the question of national minority rights in the Ukraine.
Maksimovitch and Shumsky demanded that in matters relating to national culture, the Ukraine should not necessarily be dependent upon Moscow for action. This was construed as an accusation that the Moscow Soviet is maintaining an extreme dictatorship and conducting a political policy whereby the Ukraine becomes a colonial territory. The entire national minorities policy of the Soviet government, it was alleged, is questioned in this accusation.
Maksimovitch and Shumsky were charged with chauvinism by the Control Committee of the Komintern, and Maksimovitch was expelled.
