George C. McGhee, who served as Assistant Secretary of State for Near Eastern Affairs in the early days of Israel and was described here by United States diplomats as an expert on the Near East, was today appointed by the White House to be Counselor of the State Department and Assistant Secretary of State for policy planning.
Mr. McGhee, 48, of Dallas, Texas, from 1953 to 1958, was a director of the Middle East Institute, an organization partially supported by the Arabian-American Oil Company. A prominent oil producer. Mr, McGhee is currently chairman of the executive committee of Petroleum Reserves, Inc.
The State Department today confirmed the appointment of Nathan Spencer as Counselor of the United States Embassy in Tel Aviv to succeed Murat W. Williams. Mr. Barnes, an expert on Eastern Europe, served in Budapest and Moscow. He also served in Berlin and was posted in Teheran from 1950 to 1952. He has also served on the policy planning staff of the State Department.
