The fact that Bureya, national territory in the Far East which has been allotted by the Soviet government for the settlement of Jews, has not attained the status of a self-governing state, was attributed to the poor quality of the region’s industrial equipment and its exceedingly slow development, by Chairman Weinstein, of the Ozet, society for the settlement of Jews on the land. The statement was made in an address before delegations of the Crimean and Bureyan governing bodies which have arrived to attend a celebration of the October Revolution.

A few of the attending delegates joined Weinstein in criticizing the Jewish settlement for its backwardness, but they enumerated its achievements and discussed the possibilities for future development.
