The Assembly of the League of Nations meeting in plenary session here unanimously adopted without any discussion the report of Giuseppe Motta, Swiss member, on minorities and that of Hugo Valvanne, Finnish member, on mandates. Both reports had previously been approved by the sixth or political commission of the Assembly.
Motta’s final report as accepted by the sixth commission and adopted by the Assembly, forms a synthesis of all the opinions expressed during the Assembly’s sessions and is interpreted as being favorable to the cause of the minorities which is directly traceable to the various debates on the subject. During the debates, both parties, namely the countries interested in improved international protection for minorities and the signatories to the Minorities Treaties, expressed views which are expected to lead to a better understanding.
Valvanne’s report on mandates noted that the sixth commission could not go into details as to the position of the various mandated territories and hence had commented on only a few particular points of special importance. Among these was the Palestine Mandate, the commission having expressed its satisfaction that peace and order had been restored and voiced its gratification that the British government had taken steps to prevent a recurrence of the events of 1929.
