The Fair Employment Board of the U.S. Civil Service Commission has ordered every Federal agency to report on what it is doing to give minority groups fair treatment in training programs and promotion opportunities.

This survey marks the first intra-governmental check-up since July, 1949. Agencies were also asked to report on efforts to achieve non-discriminatory practices in the recruiting, rating, and appointment of new employers.
