The emergency decrees of last summer, issued in an effort to curb the terrorism which followed the German elections were withdrawn yesterday by the Federal Council, in a decree which went to President Paul von Hindenburg for signature.
The special emergency courts, semi-military in character to try political offenders are withdrawn, as well as the death penalty for killing in a political attack. A general amnesty is declared for political prisoners and between 15,000 and 20,000 are expected to be freed.
