The Fair Employment Practice Commission today lost another round in its battle for existence when both the House Rules Committee and Appropriations Committee acted to deny the agency any funds for the fiscal year beginning today.
The Rules Committee by a tie vote of five to five refuse to refer the War Agency Appropriations Bill to conference with the Senate, which, on Saturday, voted $250,000 for the FEPC, half of the sum originally requested. Following this action, Speaker Sam Rayburn referred the bill to the Appropriations Committee which, by a vote of 20 to 12, tabled the bill and the Senate amendments, and ordered a new bill minus the FEPC appropriation.
This measure will probably come before the House tomorrow. If adopted, the Senate will have to agree to it as it stands – minus the FEPC appropriation. If the Senate should insist on inclusion of funds for the FEPC, the new bill will be referred to conference between members of the two Houses.
