Financial officers from across the United States who gathered in New York City were expected to adopt a moratorium on imposing sanctions against Swiss banks. Leaders of the World Jewish Congress and other speakers urged the officers to wait until March 31 to see whether the Swiss take additional steps to make financial restitution to Holocaust victims and their heirs.
