Reluctance to carry out the industrialization plans of the Ukrainian Commissariat of Public Works with regard to the declassed Jews, was found among the officials in the provinces by a Government Inspection Commission.
The Commission established that the orders of the Sovnarkom with regard to helping the declassed Jews was considered unimportant by most of the provincial officials. This resulted in the situation of the Jewish artisans growing worse instead of better. Some artisans in the small towns earn no more than 12 roubles weekly.
Jewish workers are not sufficiently encouraged to join the artisan cooperatives and the Jewish youth are not given employment on the railways and in the factories, the Commission found.
