Except in cases for the general public interest, such as when farmers and laborers assist in driving out the scourge of the locust forced labor has been entirely abolished in Palestine. A report to this effect will be presented at the forthcoming labor congress by the International Labor Office here.
In the construction of roads, and the laying of water pipes, forced labor is never employed, the work being done by paid labor. The funds for payment are obtained by a special tax levy. This tax can be paid in labor, the report says.
