The divergencies within the United Palestine Appeal in the United States came up for discussion today at the first joint meeting of the Israeli Cabinet and the Jewish Agency executive held here today.

Following a report rendered by Meir Eartman, one of the General Zionist leaders in Israel, who returned here yesterday from the United States, the joint meeting took up the question of dispatching a delegation to New York to study the situation at first-hand. The composition of the delegation will be decided upon by the Agency executive.

The special meeting opened following the arrival of all members of the Cabinet from Tel Aviv with the exception of Foreign Minister Moshe Shertok, who was indisposed. Berl Locker, chairman of the Agency executive, formally opened the session. The meeting agenda included the questions of education in Israel, the absorption of new immigrants, fund-raising in Palestine and abroad, the future constitution of Israel, the legal status of the World Zionist Executive and the position of Jerusalem vis-a-vis Israel.

Air raid sirens sounded for half an hour while the joint Cabinet-Agency meeting was in progress. No bombs were dropped.
