Following the attempts of anti-Semitic students to renew the anti-Jewish excesses which were stopped by the intervention of the police, a state of siege in the city was proclaimed by an order of General Popescu.

According to the order, all students who will resist the authorities will immediately be arrested and tried by a military court. On the other hand, the students organizations issued manifestos inciting their members to terror against teachers and leading personalities.
