for a special pool of capital whose use would be determined by a special commission of the Actions Committee within the next two months.
Another resolution expressed gratitude to the Jews of the world, particularly to the American community, for its efforts to increase the UJA’ s income and asked for greater contributions, It also asked for an end to separate, rival fund-raising campaigns.
MORE COOPERATION BETWEEN THE ISRAEL GOVT, AND JEWISH AGENCY URGED
The Actions Committee also stressed the necessity of more effective and systematic cooperation between the Israel Government and the Jewish Agency in the spheres of action outlined in the government’s charter to the Agency. The Agency executive was instructed to negotiate with the Government for regular functioning of the Agency Government coordination committee and to extend its activities.
In an effort to promote closer cooperation between the two bodies, the Actions Committee named a special committee to assist in working out a system of cooperation. At the same time, it instructed the executive to seek full execution of the charter which provides that the Government consult the Jewish Agency executive in matters relating to the executive’s function before submitting such legislation to the Knesset.
Jewish groups and Zionist federations were asked to mobilize public opinion in every country to support the right of every Jew to emigrate to Israel. The resolution expressed the view that governments which respected this right were strengthening the cause of international cooperation and improvement of relations.
A resolution urging the establishment of Zionist territorial federations as soon as possible wherever they do not at present exist, in accordance with the decision of the last World Zionist Congress, was also adopted. Each federation was urged to conduct special large-scale membership campaigns in recognition of the tenth anniversary of Israel’s establishment, particularly among youth, college graduates and professionals.
DECIDES TO IMPROVE EDUCATIONAL STANDARDS IN JEWISH SCHOOLS
The organization department of the World Zionist Organization was ordered to implement the holding of national conferences to safeguard the democratic nature of the Zionist movement. The executive was instructed to supply Actions Committee members with information on current activities of the various Zionist organization departments so that members would be able to express their views between meetings of the Actions Committee. The Zionist federations were urged to establish information and public relations committees.
In another resolution, the Actions Committee urged a worldwide campaign to set up schools for the dissemination of Hebrew and of Jewish values, and to improve the educational standards of Jewish schools. The Youth and Hechaltz department was urged to launch a campaign to attract the youth of Israel and abroad to the Zionist movement and to assist youth organizations abroad in establishing and maintaining clubs. Extending praise to PATWA, the delegates recommended the setting up of Zionist training farms for chalutzim in countries where such farms do not exist.
Other resolutions lauded the economic department of the Jewish Agency both in Israel and abroad for encouragement of middle class immigration and achievements in the mobilization and transfer of assets to Israel. At the same time, the Actions Committee recommended the immediate implementation of a plan to absorb 500 middle class families.
Finally, the Zionist body hailed with “pride and thanksgiving” Israel’s achievements in its first decade. It recorded “with gratification” its partnership in and contribution to these achievements and once again underlined its desire for the State of Israel to arrive at a peaceful settlement with the neighboring Arab states and to achieve “fruitful cooperation” in the region.
