Foreign Minister Hans-Dietrich Genscher said here that West Germany will retain its “balanced policy” in the Middle East in 1975 by continuing to recognize the rights of the Palestinian people as well as the necessity of recognized and secure boundaries for Israel. He stated that Bonn’s foreign policy priority in 1975 would be the unification of Western Europe. Nothing would be more dangerous, he stated in an interview with West German Radio, than if European development were to be retarded because of financial burdens arising from the oil and energy exists
