Foreign Minister Yigal Allon said here that by freeing Palestinian terrorist Abu Daoud, France has encouraged world-wide terrorism without meaning to do so. Interviewed on the Army Radio Friday night. Allon said the French action damaged the European covenant against terrorism of which France is a signatory. He noted that several French jurists have criticized last week’s action by a Paris appeals court as a contravention of French law and France’s extradition agreement with Israel and West Germany. Earlier, the French Ambassador to Israel, Jean Herly, told newsmen that the court had acted independently of any other French governmental agency. “I perfectly understand the feelings of the families of the victims of the Munich massacre but French law did not allow us to adopt any other decision.” he said.
