A resolution proposing the establishment of a small body in the United Stated with full authority to bring about co-ordination between the United Jewish Appeal and the Israel Bond Drive was presented today to the Zionist Actions Committee by Dr. Nahum Goldmann on behalf of the Jewish Agency executive. "The experience of the last year." Dr. Goldmann said, "has shown that it is vitally necessary to establish a system of co-ordination of the activities of the United Jewish Appeal and the Bond Drive. It is obvious that Israel needs both sources of income and is deeply interested that both of them shall yield maximum results. The co-ordination of the two campaigns and the atmosphere of good will for them in the American Jewish community will serve this purpose best, whereas lack of coordination must in the long run hurt both.
"The Jewish Agency," Dr. Goldmann continued, "has during the last months made continuous efforts to bring about such cooperation, but has not yet succeeded in achieving results because of many objective difficulties, especially in New York. The most effective method of solving the problem would, in our considered opinion, be the establishment of a small body in the United States, with full authority to co-ordinate the timing of both campaigns and to straighten out all conflicts.
"We discussed the matter on many occasions with Premier David Ben Gurion," Dr. Goldmann reported. "In the light of this discussion we can say that the Israel Government is full convinced of the necessity to avoid conflicts and to establish an effective method of co-ordination. A serious effort to achieve it will be made in the nearest future both by the government and the Jewish Agency in close contact and cooperation. We hope that this effort will be successful so as to bring about maximum support for Israel on behalf of the American Jewish community," Dr. Goldmann concluded.
Earlier today, in a statement to the Jewish Telegraphic Agency, Dr. Goldmann said that his remarks at the opening session o(?) the Actions Committee were misunderstood. He explained that he expressed the thought that it is advisable that members and representatives of the Israel Government should not be dragged into local conflicts in Jewish communities in questions relating to fund-raising for Israel.
"I advised a policy of entrusting the Jewish Agency–which is bound by a resolution of the Zionist Congress to loyal cooperation with the Israel Government–to deal with problems and try to settle them, naturally, in close contact and consultation with government representatives," Dr. Goldmann emphasized.
