The formation of a western German state will not jeopardize the position of “extra-territoriality” enjoyed at present by displaced persons in Germany, U.S. Military Governor Gen. Lucius D. Clay declared at a press conference here over the week-end.
“Until the last displaced person leaves Germany,” Gen. Clay declared, “the U.S. will retain Jurisdiction over all DP camps.” In reply to a question as to what he intended to do to give German police the right to enter the DP camps, Clay replied: “Nothing.”
