The former mayor of Gaza, Mounir El-Rais, was fined $6,571 by a military tribunal yesterday for being in the service of the Popular Front for the Liberation of Palestine and for maintaining contact with the enemy. When arrested several months ago. he had in his possession $12,285 said to be destined for the Arab terrorist organization. The court, taking into consideration Mr. Mounir’s health, did not impose a prison sentence.
