Former Israeli Prime Minister Yitzhak Rabin agreed to withdraw from the Golan Heights up to the Sea of Galilee, but President Clinton urged Syrian President Hafez Assad to keep the commitment secret, according to Assad confidante Patrick Seale. A British journalist who regularly articulates Syrian positions to the West, Seale made the claim in an article published Monday in the Arabic- language daily al-Hayat.
