Former New York Mayor Rudy Giuliani proposed an eight-point plan to fight anti-Semitism. Giuliani made his recommendations as head of the U.S. delegation in Vienna to a two-day conference on anti-Semitism organized by the 55-member Organization for Security and Cooperation in Europe.
