Jews, former traders who are now in the category of the “declassed” and have no voting rights in Soviet elections, will henceforth be excluded from membership in the small town loan Kassas for mutual relief. A decision to this effect was taken by the Yevsektzia. Jewish section of the Communist party, reversing a previous decision of 1928, when it was decided to allow non-voters the right to membership in the loan organizations. By its present decision the former traders will be expelled from the kassas.
The loan kassas, which conduct their activities under the control of the Commissariat for Social Assistance are of great help to their members. A number of the kassas receive funds from American landsmanschaften.
