Former U.S. Secretary of State Henry Kissinger Tuesday ruled out the Palestine Liberation Organization as an essential factor in the Middle East peace process. Kissinger, who was addressing a press conference in preparation for the publication of his “Memoirs: The White House Years” in French, said, “I frankly do not believe that the PLO is the key to a solution in the Middle East.” He refused to say who is entitled to speak on behalf of the Palestinians.
