Frank L. Newburger, Jr., financier and civic leader, has been elected president of the Federation of Jewish Agencies of Greater Philadelphia. Mr. Newburger becomes the 22nd president of the Federation which was founded in 1901. He succeeds Judge Nochem S. Winnet who has served three one-year terms.
