A decree returning to wartime collaborators their civil rights if they have completed sentences for working with the Germans in the Hitler period does not include those who "knowingly exposed or tried to expose anyone to torture, deportation or death, " it was pointed out today.
The French Government published the decree in its official Journal yesterday. The decree, while giving such collaborators such rights as that of voting, specifically excluded them from the right to public employment.
